Its easy to have it i. The states.

Have a friend inc anada to register it and just drive around in the states with canadian plates. I know some guys that have a place in canada but live here also.

If there is a visual test, just mount the turbo at the tail pipe like the corvettes do it.

Have you thought about pston soaking it with mmo?( marvel mystery oil)
I have a 97 st with 227,777 miles on it and i piston soaked it at 220,000 miles. Since then, no more oil problems. I use to lose so much oil... I didnt need an oil change ever lol. Just kept having to add. The mmo is around 5 bucks and it takes a couple days to do. Its easy. It worked nice for me. Doesnt hurt to try

5-15 extra is better than 20-40 for one weld that will eventually rust faster than no weld there...

Wait.... Nvm it is also welded and custom made for celica. Just looked at the picture. But still, 5-15 extra is better than 20+

They dont check the serial number on the engine?

I dont live in a state that has to pass smog so i wouldnt know.

Any cel? If alt fuse is blown, most likely you have a bare wire somewhere. So, replacing that fuse(if its blown) will just blow again

Rule of thumb for belt tension:

Look at the longest part of the belt( while its on the pulleys) and it should only be able to turn 90 degrees.
