Is the check engine light on?
I would check the distributor cap and the plugs and the cables first.

I have a 96 Celica ST with 113000 miles. This car has been burning oil like crazy since I bought it. At least a quart every 750 miles or so. It smokes a lot when I step on gas which leads me to believe that the piston rings are shot. Is it worth it to pay someone to change the piston rings? It is due for a timing change soon anyways and I think it will be better to do both at the same time? Any ideas will be appreciated.

I have for sale a high beam driver side headlight with the tabs intact. Good shape. Bought it from a forum member here. Never put it on. $60 plus shipping.
Also for sale a used caliper front driver side for celica st. I bought this as a set of caliper and bracket because my bracket pin was stuck. I used the bracket so it will come only with the caliper. I was told by the seller it works but I never put it on my car so no guarantees. $35 plus shipping.

I had holes in my fuel filler neck too and it used to leak gas while filling up and smell of gas in general. I ordered one from Ebay for around 90$ used. It was in really good condition even though it came off a 94 car i think. My car is 96.
Now let me tell you about the filler neck that came off my car. It had holes so big that those holes could have a zip code of their own. I just wonder how much gas was just evaporating out of it and how much dust and water was getting into the tank through those enormous holes. My suggestion is to just find a used one from a junkyard or Ebay and put it on.
Building one would be hard, believe me, because it has two pipes running concurrently, one for return of fumes i believe. I had tried to fix a filler pipe on my old Camry before and i had just used a radiator house and used it to clamp after cutting off the rusted out part. It still used to leak. I would just look on Ebay or bite the bullet and buy a new one if i were you.

I bought my 96 celica with water in the drive side high beam head light. The bulb was busted out and the bulb harness was not plugged back into the headlight assemble and that is how water had gotten in. I don't know how long the car sat like that because the water had turned yellow and rusty. My entire headlight is yellow from inside. I just heated up an old pointy screwdriver and drilled a hole in it from the bottom. All the water drained out and haven't had the water problem again aside from the headlight looking ugly.
