I have some issues with the seatbelts, the driver one doesn't retract, the front pass is ok, one back one wont come out and one back wont retrect.

Dealer can only get front ones for a crazy price....but cant get back ones....

what are my options? not really feeling getting used ones since my kid will be in the car, not to mention other peoples kids.

Used. Find a Celica in a junk yard and go test the seat belts.

Or after market. Or some other Toyota model.

Why not, they're the same age as the rest of the car's safety equipment. As long as the belt isn't torn or fraying and still retracts you're good to go.

Because the last place I would like a replacement seatbelt to fail is when my daughter gets in a wreck....and hers have obviously failed....leading me to believe that maybe fresh belts would be safer.

I understand all of that, but you're not being rational. I had the exact same problem, for over a year I had to drive with a seat-belt that was literally frayed in half and didn't retract. Took me that long to find a good, but used, replacement. If the belt is in good shape and works as it should, it doesn't matter if it's as old as the rest of the car or was made a month ago. The best thing you can do is to teach your daughter how to drive defensively, if she's never in an accident then the rest doesn't even matter. If you're that overly concerned you need to go out and buy whatever new car has the highest safety ratings. The Celica is a safe car all things considered, but it's nothing compared to what's out there today.

Also, the last 6GC was made in 1999. Odds are those new dealer belts are old stock that've been hanging around a warehouse for at least 10 years now. So even a "new" belt will be almost as old anyhow.

I have a set of rear seat belts for sale. It should fit 94-95 celicas. Let me know if you are interested

I understand that you wanted newer ones. 94-95 seat belts are different from the 96-99 fyi

Maybe your wiring for the retract stuff went bad. I know it won't retract properly if the plug for the seatbelt, which is under the seat, isn't plugged in.

I'll gladly sell you mine. My daughter's car seat is tethered to the frame and has a harness, and I have 4-points up front.

All my belts work fine, no accidents, and more than likely would be as safe as a new unit.

Also, maybe mkernz22 has a set out of his parts car he could sell. Either way, both our cars have not been involved in accidents.
