Word to the wise, unless you've got a short distance to travel, don't try stealing a chopper from "The Lost." Had a hell of a fight getting it home lmao. Found the Rebel at MT Josiah in the off-road and standard version.

There's a rusty Rebel spawn point in Stab City, and there's a clean Rebel spawn point at the beach in the north-west.

Perhaps. Though I've spent a fortune on cars now though... My apartment with 10 car garage now includes: Carbonizzare, Entity XF, Stinger GT, Phoenix, Coquette, Ruiner, Rebel(clean), Z-Type, Voltic, and Sabre Turbo. Still have some 400K left over and now I have nothing to do... I'm rank 80, so one would think I'd have something to do aside from collect cars. There is to be a new update next week, so maybe that'll be fun for a few days.

81 now.
For the time being I have the goal of 83 just to unlock all of the accessories for my combat machine gun. Then there's a giant dead space until 90, then 100, then 120. At least tomorrow there's supposed to be the Beach Bum update.
