Could you put a 96+ bumper on a 94 celica? If so, how much work (if any) would you have to do to make it fit?

You can change it without any problems it will fit. The only thing you need is just a couple of time to change it.

I am sure all the clips and bolts work from your celi on the new bumper. Just the bumper cover I assume, its not like you are trying to fit the st205 bumper on, where you need a new crash bar and stuff.

a 94 bumper will bolt right on, just make sure to get the 94 turn signals too.
