If you don't have fogs, they fill in the space where they would go (I believe).

Just as sinyk said, they are a relacement for the fogs. I believe most 96-97 ST's (maybe some GT's) didn't come with fog lights, so these would be a nice addition to cover those holes. Although, I have a little different plan for mine smile.gif
