I have a 1994 Celica GT with an ST205 engine installed. My question is if I do the following can I get a CARB sticker. Replace the ST205 block with a CA MR2 block that is 1994 or above, put the EGR on, have both catalytic converter installed, and leave everything else stock.

Some places are more strict then others...especially cali. Your best bet is to have both cats installed and then find a shop thats not super strict about emissions and see what they say. Since your car is a 94, you should be able to just pass the sniffer test and be good to go.

actually if you just throw on a USDM head with the EGR you should be just fine. CA laws suck the ballz

I would like to get a referee to pass the car as legal.

Where in ca is Cherry Valley? It sounds like you have the right idea of what has to be done to get the swap reffed. The advantage to you is he probably doesn't see many Toyotas most of the time it would be Hondas.

put an exhaust with a cat on it, and walk into a local shop and pretend the car is bone stock. if anyone asks, say ... i don't know, i bought it like that.
Then if it fails ask them what you have to do to make it pass.

I know cali is tough, but sometimes people over think these things.
