Need help low idle

The car will drive perfectly fine and as soon as i go to idle it drops to around 600ish sometimes lower. It only idles bad in gear and after sitting for about 30 seconds adjusts itself out and goes back up to 800. I just got a cel for a code 71 today. I think it may be the vaccuum modulator, but would this be the cause of the idle problems? I'm wondering because the modulator is somewhat expensive. Thanks in advance guys.
