the car is a 1996 celica with 1.8L and manual tranny. here is what happened. i was drive home about around i was going about 25 and went to shift into 3rd when i heard a light buzz. i did not have the pedal depressed 100% so i let off as soon as i hear the buzz. no i was stuck in 2nd gear and the shifter moves forward and back but not side to side. i took it easy and got home (about 3 miles) and pulled off the center console to see one of the shifter cables is always moving and the other is not. i opened the hood and manually unselected the gear at the transmission. i can use the shift and go into 2,4. it would not select any other gears. i also had to get out and manually unselect the gear to get it to return to neutral. i had my girlfriend in the car and i manually went through all the gears (at transmission) no issues. so i stopped for the night since my flashlight sucks lol. im thinking it could be the selector but if anyone has any ideas i would appreciate any input.

If it shifts through at the transmission would lead me to believe it has to do with the shifter or shifting linkage/cable etc...

hey i just wanted to do a quick update. i unhooked the cable on both ends and found out that one of the cables snapped at the end by the rod. so now the fun part of tracking the cables down begins lol. thanks for the input guys
