So like the topis claims i plan on doing a 2.5 full exhaust. w/ high flow cat. BUT will i pass emissions with a high flow? anybody do it? i know i wont pass with the turbo. least i dont think i will. so i can take that off. but i cant jsut swap in an out a highflow cat and my stock cat on a custom exhaust. or can i? will the cat need to be DOT approved you think?

I think you maybe able to pass even with the turbo. PPL have been known to pass w/JDM 3s's before.

Technically no you wouldnt be able to pass smog. In all 96+ cars the smog laws changed, old system was OBD, new system OBDII (OBD 2). Almost every high flow cat on the market is only OBD compliant, because OBDII is insanely harder to pass emisions.

Although, even though most high flow cats are not OBDII compliant dosnt mean you wouldnt pass, but from research, and on paper you wouldnt pass, real world tends to differ usually

2.5 is too big on an n/a 4 cylinder... I wouldn't go bigger than 2.25... even on a very built motor.

As for your original question... you should still pass smog... assuming you don't remove the cat completely and your car is in good running condition...

Honestly, it depends on what state you are in. The system works differently in different states.
