anyone know how to get them off? its like scuffs it doesnt seem too deep

Assuming you have painted rims, sandpaper in the following grades:
150 (assuming scuffs are surface) followed by 400 Spray paint in multiple coats and 1500 between each coat end with 2000 for high shine.
