My '95 Celi had the same problem when it was drivable, except it did it all the time. I never bothered to check out what was causing it though.

lube up all the moving parts from the gas pedal to where the cable connects to on the motor

cable may be getting frayed inside and getting ready to break, classic symptoms,,,unhook it from the pedal and throttle body and verify its smooth thru the full travel. the individual strands start breaking and catching inside the housing, eventually it could stick in about any position. lube it if its smooth and free and put it back, otherwise replace it.

I have the same problem. I dont think its the cable itself I think its the throttle at the throttle body. Because I can get out and just manually give it gas and it gets stuck at the TB if that makes sense.

I have the same prob, except its all the time. I am very intrigued that many people have this prob. I tried lubbing up the hinge/coil-spring points behind the pedal. It stop for a week or two but it gradually started up again. I used WD-40, I really should have used some real grease. I think I'll try some things out this weekend. I'll keep yall posted.
