i never really understood this, does this mean it just kinda goes on/over your front bumper?

Yes. From what i've read in the forums (and i was looking at getting the same kit) this particular lip, 404, must be attached to your original bumper. Mine is the same but doesn't need smoothing in & just sits on the original ledge with a screw in each arch

[/quote] I was seriously considering it until i saw how good coomers extensions looked on his car. and since i'm in bumf*** Africa, if it will save me $$ in shipping costs, AND still look good, then, that's for me. the upper part of the front lip has teeth slots that go over the bottom part of the stock bumper

I think you can see on matts car where it is installed at on the stock bumper:
