How can we know if a factory amp is not working or has a theft lock. I plug the amp and does not relay power to the stereo, i opened it up and it does not seem to be anything burned or bad smells.

the amplifier doesn't go on theft lock, just the factory stereo does if it has the anti-theft feature. if the stereo DOES go on theft lock, you should see the little key light go red and the screen to show HELP.

otherwise, i'd suggest you remove the connector from the stereo and test each pin on the harness to see if you're getting any type of power on any of the pins, then test the amp if it's getting any power..
