I got this letter in the mail saying that there's been a class action settlement allowing free service to fix the oil gel problem that a lot of Toyota's had between 1997-2002. My '99 celica falls into this category and has the symptoms: excessive oil consumption, blue smoke.

Question is my EGR Valve or filter needs to be replaced. Could this have been caused by the oil gel problem? What is the normal life span of an EGR valve or filter?

Well if I can safely say that the EGR system has been degraded because of the oil gel then they have to fix that too.
