does anyone know if there is any extra modifications needed in order to install a 1996-1999 bumper on a 1994-1995 celica?

no mod needed. if it has the factory fogs, you wiil have to run the wireing

fogs are diff as well as the turn signals. other than that should just bolt right on.

edit: if you have a lip or anything it won't fit cuz they are diff. personally (after reading your profile) you should look into doing the curren conversion. it sounds like this isn't your DD so you can afford to have this one out of commission for a while. if you have any welding skills i think this would be a good modification. i thought about doing it for a while but realised that i have no clue on how to weld or the ability to have my car in the shop for several weeks.
if you want to know what the curren conversion looks like look at my sig. that is the curren front end. the rear is the same as the coupe but the taillights are slightly diff.
