My cooling comes on only when my AC is on then the fans shut off and the car overheats now its low on antifreeze could that be the problem?Or could it be the relays?If so how can I ckeck the relays to see which one is bad?

Most likely your fan temp switch is bad.

The lack of cooling air will cause the coolant to heat too hot, which will cause some to escape out the overflow, lowering the level, causing it to run hotter.
