i was in the ontario area saw a few celicas wit the middles lights on .... woundering has any 1 elese seen thse....

All Canadian celica's have those.
Those are the day time running lights. You can't have your car pass a safety inspection without them. I don't have any picture since my car is an imported GT4, but the lights are exactly the same as any Celica from USA. The only difference is in the wiring. Canadian cars light up the high beams (not as bright though) for daytime running lights.

We have day time running lights here mandatory as well... unfortunately it means I must turn lights on eveytime I start engine. This solution is amazing... I wish I had that dimmer fro high beams as well and make it working on my car.

I wouldn't exactly call it a dimmer.
The canadian celicas are wired up so that as soon as you put it in gear the running lights go on. They will get brighter if you flip the high beams on. I always urn my lights on anyways cause I can't stand the look of the yellowish headlights, and I don't have HIDs in the high beam housing. Is there a separated ECU for DRL system? Can i buy it and install in an european spec celica?

You'd be better of to just buy a DRL kit.
Im not sure how much exactly they are or anyhing, but my buddy imported a s14 silvia into canada and had to install running lights. My girlfriends parents also imported a g37x from the states and needed to buy a DRL kit, I think it was under 150 bucks. You don't eve need a kit for it.
I dunno if your just going for the look or you need it to pass an inspection. But if its just an inspection, you can wire your front turns to a constant power source while the car is on. Then those will be your running lights, and all you need is a little bit of wire. kit it self is not a solution for me because I do not want new lamps on my car. I want to use already installed and high beams is good idea (IMO)

The kit is just a wiring kit a relay i believe that will use the bulbs in your high beams.

ive owned several Canadian, some USDM, and a JDM import and most of them didnt have DRL's those that did, i disabled them as soon as i got it in my driveway! and i ALWAYS passed inspection! depends i guess on the mechanic...
