On some of the CT26's, I see that there's two vacuum ports on the wastegate.. What's the other port for?

Are you talking about the wastegate actuator? The wastegates inside.

that peice you are talking about is the wastegate ACTUATOR. thats what operates the wastegate. the two nipples are for the hoses that connect there and operate the wastegate. one goes from the turbo to actuator, the other goes to the vsv is it super? im not exactly sure of the name, haha i dont have a 3s, i just know what it does..lol
on a 5sfte application, the boost controller of your choice goes between the line from the turbo to actuator and the other line gets capped. i know that for certain. lol -------------------- Former Team 5SFTE pro member ;)

Yeah your right. The second line goes to the VSV.

It is called the "T-VSV". For what its worth, it is a mechanism that allows stock boost to go from 7psi to 11.5 psi under the right conditions (ambient temperature being one). When you get a ball and spring manual boost controller, you should disable the T-VSV. You do not have to disable it with the other kind of MBC. I am not sure about EBC's.

why would that end need to be capped off of the actuator?

because when you use a MBD you have to diable the factoy t-vsv. is kinda like the "stock" boost controler.
on a 5sfte application, we dont have a t-vsv, so we dont need that line. -------------------- Former Team 5SFTE pro member ;)

You dont cap off to the actuator, you cap off FROM the actuator.

ok so let me get this straight. there are two pipes comming from the top of my actuator. one of the pipes goes to the turbo housing. and the other pipe what does that do.. does that get hooked up to a vacum line or does that pipe get capped off??

if your running a 5sfte, you cap the other line off.

if the engine is 3sgte, the pipe from the turbo to the actuator is where a manual boost controller goes, the actuator to Tvsv gets blanked.
if you have a 5sfte then just blank from the actuatuor away from the turbo and fit a boost controller in between turbo and actuator. the actuator decides how long and when to open the wastegate, the wastegate allows the turbo to spool. you dont want the stock bleed valve anyway as its pants, a mbv is better - a electronic controller is better still.
