your bumper is screwed down tight in the middle.
you need to use 2-4 body washers under the middle 2 bolts to raise the middle section of the bumper.

You need to add more washers for starters. You'll need about 5 or them. If you are having a hard time closing your hood, you may need to adjust the alignment of the hood. Just eyeball it. Act like you are closing it, and take a look where the hood latch is about to latch onto the hood. It looks like you might need to move your hood closer to the bumper(front of the car). Try that, maybe post some more pics, and make the pics smaller.

thats cause theyve prolly never seen a GT-4.
trust me, just go to your local hardware store and take the two bolts from that raised center section in with you.
get bolts that are like 1/2 or 3/4" longer.
get like 8 or 10 washers.
install the longer bolts, with the washers under the bumper cover. adjust the amount of washers till the gap is gone.
chances are, from them tighening the bolts all the way down like that, they bent the metal retainer that goes over the bumper cover. you may have to bend it back a little, or order a new one.
