Yeah that is kinda shady. I had boomers and they were a half inch short for some reason as well. Dont cut the ends off because that is where it bolts up to the fender, if you cut them the skirts will be flapping like crazy, might as well make cardboard ones and tape them on. What you will want to do is find a nice flat surface to lay them on. Get yourself some quality fiberglass cloth with a decent weave. You will need some resin and some hardener, as well as a good body filler. Cut them in half and lay them gel coat down on a flat surface. ( also sand the gell coat close to the fiberglass on the skirts about 3 inches away from the cut on each side. This will give you a nice blend when laying the glass on the other side) With them on the flat surface measure out your distance needed to lenthen them and add about a 16th of an inch on to that. It is better to have it a little bigger than smaller to avoid cracking. Check your gap made in between your two halves and make sure they are equidistant all around, shim it if necessary. Mix the resin and apply to each side going 3-4 inches past each edge. Lay the cloth and apply resin on top until fully saturated. let dry and repeat for other side. It should come out a little lower than the other areas, if this occurs sand and apply another layer. Sand and any low spots after that float out with a light weight body filler and sand down. with a 320 grit.
