I've seen our generation Celicas with an open-faced kind of grill that looks pretty mean. Where can I get that and how do I install it? Is it a replacement bumper or is it a mod? I have a 96 GT 2.2 (don't know if that matters).

Is it the one available direct from Toyota? I think it came out as a standard feature of the special edition 1.8SR in the UK.

I bought one direct from Toyota for my Celica...it just fixes perfectly into the mouth of the standard Celica bumper.
