I need help finding the fuel pump relay/fuse so i can wire up a new fuel filter. Never done this before so I need some help so correct me if im wrong.
1.Start the car and disconnect the fuel pump relay/fuse
2. Install the new Fuel Filter making sure the washers and everything are connected correctly
3. Plug relay/fuse back ing
4. Start car.

I think that is the correct way. I helped my brother do his and we did it just like your steps, came out working so I guess you're in the clear.

yes thats right, no washer goes on the bottom, the copper crush washers go on each side of the banjo bolt on the top... step 2 and 3 are interchangeable... but there is a chance to vapor lock the system... its really depends on how much gas is in your tank...
so what happens is this... when you pull the fuse... the car uses the rest of the fuel in the line to run the car and the pump is not putting anything else into the line, so the line will not have fuel in it when you try to take the filter off... now this is an issue when you go to restart the car... there is no fuel in the line... and the fuel pump can "vapor lock"... if this happens.... its messy but has to be done... simply loosen the banjo bolt... turn the car over until you have a little fuel coming out and then tighten the banjo back down... start the car and you should be good

you don't need to if you pull the fuse... there won't be any gas in the system

its not about the gas its about the pressure, relieving the pressure is to help ease the removal. There is always gas in the line that will always spills out all the time whether you remove the fuse or relay. Plus its a legitimate step in the manual. Either way, you can remove the fuel filter by also removing the negative terminal, there are many ways.
