if you are just trying to remove the rotor, you just have to take the caliper bracket off with the caliper, that piece you are talking about is part of the caliper itself and not the actual bracket. once the bracket is off, it'll come off with the caliper, then you have access to the rotor. hang the caliper by a wire. Didn't you ask this from me before, i thought i answered pretty well unless i wasn't clear enough. The caliper assembly is made up of the caliper + bracket. it sounds like to me what you are doing is taking the bottom bolt off and you can't get it off cus its on the floating pin. just two bolts you are done on the bracket. worse case im not sure, is you take off the brake pads first, and then the bracket. but in your case, you are in brake pad change mode.
For example in the pic below, you can see the bracket is actually a separate piece from the caliper. bottom caliper bolt bolts onto the bracket, and the top side is the pin. Maybe someone else can explain it better than me. your goal is to get the whole thing off, not necessarily separate the two pieces. After that, you can separate the rotor by those thread holes on opposite ends, if the rotor is stuck you put in the appropriate bolts and tighten them little by little evenly to back it off. The caliper braket, identified by Toyota as the torque plate, is what actually prevents you from removing the rotor from the hub.
The bracket is bolted to the backing plate with two bolts, should be 14mm heads, accessed from the rear of the assembly. You can then lift the bracket -- with the caliper still attached to the bracket -- off of the rotor. The caliper is held to the bracket by one bolt, which you can see, and the rubber pin boot on the other end. The caliper slides on bushings. The exposed bolt holds both a bushing, inside the rubber dust boot, and the caliper to the bracket. The cap you mention conceals the bolt holding the other bushing; this bolt only holds the bushing to the caliper, but does not hold the caliper. Once the exposed bolt is removed, you can slide the caliper off of the hidden bushing. Once the caliper is off of the bracket, you can then unbolt the bushing from the bracket. i forgot to mention if you havent already gotten to it, dont forget the handbrake is down when you pop the rotor off. but also make sure your car doesnt roll down the street and ends up parking next to a civic......just joking.
