I have seen a lot of celica owners will paint over the plastic around where the air vents are and the center consol, I think it would look really cool black and green, but im wondering how to get started

Its really simple. Get some Krylon Plastic paint. Most walmarts have several colors or more online.
There is no prep work. just pop the vents out, clean and spray. I did like all of the interior parts on my orange car (check profile)
Its fairly straight forward.
You can spray it with actual "car paint" and clear coat, but thats obviously more expensive, but ill look a little better.
Ive had mine done for like a year and its still fine. Obviously it can scratch but if your semi careful with it it will be fine.
