This happens all the time with 10 ft steel ladders, wood planks, exploded tires, concrete blocks, dry walls, deer, you name it. and whose fault is it? The guy who dropped these or the guy who ran over these? Silly questions like suing the city for something they didn't do will not only make you feel like a fool but a complete waste of time thats why their is insurance.
