 Headlight mod, Keep all four lights on without blinding |

Any ideas guys? I wanna have all four headlights on all the time without blinding folks. is there a way to do a kinda drl setup for the highs so they run at half power until I hit a switch? Maybe set a relay to switch between a regular wire and one with a resistor?

two sets of DRL modules should do the trick.
