What is this connector attached to the dipstick supposed to be for, I'm guessing it goes to an oil level sensor or something?

I think its the crankshaft position sensor but I could be wrong.
You should put your celica's year and model in your signature so we know what engine you have. I think the crankshaft position sensor is used on the 96 or 97 and newer 7A-FE. Since your's is a 95 that means that this engine was swapped in from a newer celica or corolla. You dont need the crankshaft position sensor or have a pigtail for it because the 95 ST utilizes a camshaft position sensor inside the distributor which carries out the exact same function, fuel injector and ignitiin timing.
