When i turn the steeringwheel while the car is standing still, it feels very heavy, makes a little whining noise and the lights dim a little. Is the pump definatly broken?

It is a 1995 1.8L Celica with 180k's on it.

First thing I would do is to check the fluid level in the power steering reservior. Eliminate that possibility, if that is full per the manual, then try to bleed the power steering. If it still makes that noise then there may be other things wrong with it. Check for leaks underneath the car.
