Has anybody had an experience with something like this? I know it be a variety of things but if you have any familiarity with this, could you please help me! The car drops down to about 100rpm and stays there, but it's completely fine at a stop on the road. I thought that it was because it was cold, but it seems to happen randomly because after various stops and re-ignitions it happens. I already tried turning up the rev thing on the motor so it could "rev at a higher rpm" but it still does it. And it's really annoying. Please help!

I've seen faulty coolant temp sensors cause some bad idle problems with several Toyota models. The older setup has no check built in and takes the ECT sensor's reading as the gospel truth, even if IAT is 60F and the ECT says coolant temp is -20, it's going to run like it's -20.
