help!! my car wont start Options

As the title says my car wont start. Heres the deal. I have power going to everything. When I turn the key nothing happens. I have tested the battery. . . it is fine. no fuses are blown. When you would normally hear the starter engage then the engine turn over , there is just silence. When I turn the key you hear nothing. I have the starter almost off. Also the terminals around the starter are fully powered. They are receiveing the juice they need. Hence my thought of it is the starter. Please help me if anyone knows what else could be wrong. I believe it it the starter but I just would like some other peoples input. I am picking up the new starter today friday, but just incase it is not the problem I would like ya'lls in put. Oh also I forgot to say, I have a viper 791xv with remote start and that too wont start my car so I doubt its the nutral safety swtich . but it could be. So any help is appreciated.
