 blue light on stop light, what is it |

i have noticed on a couple of the stop lights around town that there is a blue light that is located behind the left turn signal you cant see it unless you are going across that road it is blue when the left turn signal is red when it turns green it shuts off until its red again. do any of you know what that light is for or what it does. anything?

I used to work for a transportation engineering firm. Ill email a person in the design department tomorrow about it and get u guys a real answer
