I want to get some rims, but I don't know anything about the different sizes in rims & tires, like what will fit on my celica. From what I've read, I think I want 17's, because if I understand right, if I try to lower the car, 18's will cause problems for me. I don't know anything about tire sizes, like what the 3 numbers stand for, so what would I need? And as far as brands go for the tires, is one brand better than another?

i use my stock rims in the winter and the size is 205/55/ZR15. Goodyear is the brand i think that they are called ventura's or something like that but they are really good for winter. I live in IOWA and we usually get a good amount of snow here, though not so much this year, today it was like 65 degrees Farhenheit, thats 13 degrees centigrade.

About the letters in the tire size is the speed rating that it can handle like mynzeyes said. There are lots of different kinds. H,S,R, and Z. There are probably more than that. But the farther you go in the alphabet the stickier, better performing the tire is but you also lose tread life with it too. So I suggest to use you stock rims in the winter with some coilovers. Low in summer, raise it in the winter. And an added bonus if you car is high up in the winter it gives the effect of a rally car.
