how do you fix a car runing pig rich??? car runs too rich at high rpm !!!! with tons of my black smokes coming out!! so help

How can you check if the O2 sensor still works. Putting a Multimeter on it?
Because i always have bad Milage. Even when driving 70 mph straight on the freeway. Always 18-20 mpg! -------------------- JDM Powerplant installed, BPU coming very soon!
