Not on top of water. Everyone has seen those duck boat tours, or Richard Branson cross the english channel in his car-boat. In addition, you should never ever cite Baywatch as a credible refernce of information. you can not run a disel engine on coal dust and water. You can run a steam engine that way, as long as the coal dust and water never come in contact with each other. Coal combustion energy release is very very slow, thus the heating of the air and pressurized expansion of the chamber would be too slow. Not to mention that the water would absorb too much of the energy for the coal to even combust in the first place, that is if you can get enough energy using compression to ignite the coal in the first place. i do think that the oil companies are holding back a lot of technologies to further their yearly income, but energy from water is not one of them. Yes, there are hydrogen fuel cells that combine hydrogen and oxygen to make electricity.
