I don't understand how you get better mileage if you drive at highway speeds, because when I drive on the highway I'm at ~3500-4000 RPM in 5th. When I'm driving local streets I'm usually around ~2000-3000 RPM and I'm not working the engine as hard, but I'm getting lower gas mileage?

Easy concept. Starting and Stopping in the city causes your car to become inefficient. Thats why hybrids shut their engines off at stop lights and start up when you take your foot off the brake. When your on the highway getting good gas mileage...your not starting or stopping, just pure going forward engine use.
