There is a guy on craigslist selling an 85 GTS coupe with a bad 4A in it, but he has a silvertop engine+ecu to be put in. The Silvertop has ITB's and a lightened flywheel. He wants 2500 for it all, but I just want the silvertop. How much do you think I should offer?

Okay. Before you make him the offer, ask what he needs to get for just the engine set. Once he tells you, tell him that you think that it's too much. Don't make an offer until then.
Then when you're ready to make the offer, show up with the cash, and make sure he sees it. (Have a friend with you obviously). Count it out for him... and if he won't take it, make a slightly better offer. Like $850. Pretend $800 is all you have aside for it but you can take another $50 out of your week's spending cash. If he doesn't take it, leave your number for him and walk away. Remember, the instancy of cash is a powerful tool, as well as "walk-away power". You have to mean it though.
