I need help finding racing laws or even just automobile laws in Washington State.

I found some stuff that might help you. I hope it does.
These are legislatures and codes taken from a Washington State legislature site. Or you could go to your state legislature office. If none of that helps, you could probably contact a Lawyer/Law Office (perhaps your father is friends with one or you already have one) and just ask.
