96 GT4 or 99 Beams Celica which should i go for next?

i was going to cut it off is it of any use ,it is only held on with cable ties,
where is it supposed to be mounted -------------------- Cheer's

A properly set up system will help reduce inlet temps but that won't do much IMHO.
