Does anyone know where I can find the Head Light and tail light strobe kits like the cops have. I bought a kit from jc whitney and it wasn't the right think. the only ones of these ive seen are like 250 is that reasionable

Fun until the cops see you.  Then you'll probably get a massive ticket. I got a $171 ticket for impersonating a police officer and all I had was blue neon inside my car.
