 plate mount on bumper, does it come attached from Toyota? |

Does anyone know if the stock 96-99 bumpers come with the license plate holder from Toyota?
We've got a front plate law here in Illinois, but the car looks extremely clean without a front plate. It's almost a shame to have to put one on, and since I've seen every other car here on the road without one, I've decided to take it off and deal with the consequence. I also removed the plate holder, and noticed that there were about 4 holes drilled in to the bumper. It doesn't come stock like this, does it? I just took mine off the other day an sat it on my dash ! does look much better , the cops here dont really care enough to stop someone for that and if they do i'll just say its fallen off and it'll be back on tomorrow !!
