Not the one that says "Citizens", but the one that Leonardo gave to Gwen, told her "open it when i call you or when I'm dead"!?!??!?!?!?!?!

Excellent movie. My only complaint was the last 3 minutes. There were at least 6-7 other ways to end that movie which would have been SOOOOOOOO much better.
The envelope had his identity information in it because he suspected Matt Damon's character would try to delete it so noone would know that he was still a cop. I would have ended the movie by no-one believing Conigan once he brought Damon's character in for arrest. As a result, Conigan goes to jail and then the woman opens the envelope and gives Walburg's character the evidence so that he could bring down Damon's character. Damon's character would then later be killed in prison by a mob affiliate.
