If I put stainless steel 4-1 headers on my 99 celica gt, will it still pass inspection? (emission problem?)

All true - the second cat is a 3" magnaflow high flow tho - but the way they test here is to let the ECU tell them that there is something wrong with the cat. I.e. there is no cat because the o2 readings are the same on the two o2 sensors. This is why I can't understand why I pass. Why no CEL? It's not a big deal to me, I'm certainly happy that I do and I don't have to bribe someone to pass me but if I could figure out why maybe I could help some of my friends who are in the same sit but don't pass.
Anyone have any learned explanations or ideas? --------------------  |
