On or off? If it's off the rain would splash up and keep the bottom end cleaner, maybe cooler? Also I plan on having the Accord CAI, not sure how close to the ground it would put the filter, but I don't want to suck up water.

The CAI isn't going to suck up water, but the engine will get really dirty with it off. It's not worth the weight saved.
