My friends Celica, (I think) 89 has a 3sgte from a 94 GT4 (which I'm 100% on). He says it the 180kw/240hp version, but was told buy a mechanic that its on the 140kw/190hp. Does anyone know what part of the engine number tells you anything or I'm assuming that if the 94 and 93 models have different pow ratings which number represents the year.

Just look for the oil filter.
If it points up and is next to the oil dipstick, it is 1st gen engine. If it points down, next to the oil pan, it is 3rd gen engine. Here are some pics of 3rd gen engine
