There's actually a site that tells what the state laws are for window tinting in each state. Here's the link to the PDF http://www.iwfa.com/iwfa/Law_Chart/State%2...t%207-19-07.pdf
In California, as of July 2007, CA requires 70% visible light transmission, (so I guess that translates to 30% tints). And they can't be mirrored, amber, red or blue. (Thank god! I hate those colored window tints, they are TACKY!)
