This is a noob question, is it clockwise or counter to increase the idle on the 3sgte

isn't that a little dangerous if ur playing with the timing while the car is run, like i don't want to be turning it and have some **** break if u know what i mean, how much does a shop usually charge

the only way to check the timing is when the car is running.

It's time for you to not be a noob and learn how to check some things with your car. Checking/adjusting the timing takes about 5 minutes at most, you just need a timing light and some know how.
