been trying for a while to get it lit up fully only way i managed to do it was install a second led to top to get the full ring lit

Hope you don't intend to use the lighter now. I tried this before and metal canister that lighter sits in gets super hot and melted all the plastic components of the LEDs I used.
Good luck with it and post a how-to if it works without fire hazard.
