I need a valve that only opens when the throttle is fully engaged (hard acceleration) but stays closed then idling/cruising.

I cant see you getting gains from this "butteryfly setup" on the intake pipe, there is just not enough resistance with a decent pipe and filter to worry about, also the stock 7a does not have a high enough redline to justify it either, but as far as real ITB setup its do-able and would give some gains but again for the amount of work does not seem worth it.
my opinion. on a side note (kinda related but not) I've see something like this for exhausts, setup a butterfly Y kinda think right after the manifold to 2 pipes 1 with stock cat,resinator and muffler and one thats straight pipe with hollowed out stock muffler, flip a swich and the stock exhaust closed as the straight pipe opens, gives you a emissions passing stock sounding car with a well hidden secrate. dont know how well it would work on a celica 7a or 5s but something else to think about.
