I need a valve that only opens when the throttle is fully engaged (hard acceleration) but stays closed then idling/cruising.

on the intake manifold that I had posted pictures of I believe that the second set of runners are closed under engine vacuum and when there is no vacuum the second set of runners are allowed to fully open.
so basically when you are at idle(engine vacuum) the second set is closed and as you press the throttle the the second sets opens as it gets closer to "0" vacuum(WOT) This is not quite open ONLY at wide open throttle but could possibly be ran to some sort of vacuum switch to control it. And also this is a 7AFE manifold and head incase someone did not know.
